How much money can one take to Parliament, what do the rules say? What happened when BJP leaders took Rs 1 crore?

There was a lot of uproar in the winter session of Parliament on Friday also. First, MPs from opposition parties protested on the issue of Gautam Adani and the Constitution. Opposition MPs had arrived wearing black masks. After this, Rajya Sabha Chairman Jagdeep Dhankhar told that a bundle of notes was found on a seat. This bundle was found by the sweepers on seat number 222, which has been allotted to Congress MP Abhishek Manu Singhvi. After this there was a lot of uproar in the house. The Chairman said that one wad was of Rs 500 notes and it appeared to have 100 notes in it. He also said that it is not clear whether the notes are genuine or fake.

Congress says that the Speaker should not have disclosed on whose seat the money was found. The Chairman should conduct an investigation on this matter and get to the bottom of the matter. Congress said that the Chairman can get the investigation done by NIA or Delhi Police or any other agency as per his convenience. Opposition leaders also alleged that the government had deliberately created the notes story to divert everyone’s attention from the Adani issue. At the same time, House leader JP Nadda claimed that the opposition shows seriousness on some issues, while trying to cover up other issues.

What did Abhishek Manu Singhvi say?

Senior lawyer and Congress Rajya Sabha MP Abhishek Manu Singhvi said, “I am surprised, I have never heard anything like this.” I went to the House on Thursday at 12.57 pm and the proceedings were adjourned at 1 o’clock. Then I had lunch with Ayodhya Rami Reddy (Rajya Sabha member) in the canteen and then left the Parliament House at 1.30 pm.” He said that he stayed inside the House for three minutes and in the canteen for half an hour. The senior advocate said that it is ridiculous to do politics on such matters. Later he posted on the social media platform ‘X’ and said that whenever he goes to the House, he has only one note of Rs 500.

What are the rules?

Even though all the leaders are creating ruckus after receiving wads of notes, there is no rule regarding this. Any MP can enter the House with as much money as he wants. There are also food shops and banks inside the Parliament House. Many leaders keep withdrawing money from this bank. In such a situation, carrying notes inside the Parliament is not against the rules. However, Parliamentary Affairs Minister Kiren Rijiju said, “Today is the digital era and no one carries so many notes. This should be investigated. Chairman Dhankhar also expressed surprise that no one claimed this money. He said that he was hopeful that someone would claim these notes, but no one has claimed them yet. “Does this reflect the state of the economy in which people can forget (the bundle of notes)?” he asked.

When BJP leaders tossed wads of notes

The UPA government led by Manmohan Singh had signed a nuclear deal with America and the Left parties, angry with this, withdrew support from the UPA government. The trust motion was presented in the House and on the same day, three BJP MPs – Ashok Argal, Faggan Singh Kulaste and Mahavir Bhagaura reached the Lok Sabha with Rs 1 crore. The trio threw currency notes inside the House and said that the then Samajwadi Party general secretary Amar Singh and Congress’s Ahmed Patel had offered them money to vote in support of the trust motion. Leader of Opposition Lal Krishna Advani had said that the MPs were bribed with Rs 3 crore each. One crore rupees were given earlier and the remaining amount was assured to be given later. However, Amar Singh and Ahmed Patel rejected the allegations. Delhi Police had registered this case on the complaint of Lok Sabha Speaker Somnath Chatterjee.
