The certain volume condition seems to indicate that it will block a sender only if they send more than a certain number of messages, rather than blocking all messages from an unknown account. This could be for spammers who send a large number of promotional messages on a daily basis. The report does not provide any information on whether this will also work on senders whose message requests have been accepted or not.
